When I use the optimized storage option For Photos on my Mac, how do I get a full resolution file to print in house? Do I have to download it from iCloud, if so, what happens after I print it? Thanks for your help!

When you try to use the photo it will automatically be downloaded from iCloud, provided you have an internet connection and enough free storage on your Mac. If you should see a circle with an exclamation mark instead, the Mac is not able to download the full resolution photo.
When you perform an operation that needs the full-resolution file (like printing or editing the photo), Photos should automatically download it. After the operation, the full-resolution file is uploaded if you edited it, then it stays on your Mac until storage runs low.
