macbook pro 13 2019 dual moniter not working only one is working at a time

Hi, i have a macbook pro 13 2019 and trying to connect two samsung monitors they are old but have the option for vga/dislayport/dvi with different display adapter, one monitor is working fine on vga but when i try to connect the second monitor on vga with different display adapter on second thunderbolt port it did not event detect it, any help or recommendations would be appreciated.
