I bought a used iPhone and it is locked

I bought a used iphone 5s, it is blocked by ID, what can I do

I know the seller but he says he forgot his password and ID

That is an activation lock. You will need the help of the seller to unlock it. If the seller forgot it or does not want to give it to you then return the iPhone and get your money back. There is nothing else that you an do other than log in with the requested information to remove the activation lock.
