That is an activation lock. You will need the help of the seller to unlock it. If the seller forgot it or does not want to give it to you then return the iPhone and get your money back. There is nothing else that you an do other than log in with the requested information to remove the activation lock.

I'm not sure if this is still horrible but I do know that this was once able to be done: Someone I helped once said that it is possible to bring the iPhone to an apple store with the proof of purchase and they may be able to unlock it for you however I am unsure if this is a certainty and it will be difficult if the Apple stores are closed.

To be clear. The proof of purchase is for the original owner, not the 3rd party sale.
That was the part I was unsure about, the user who I helped made it seem as though they used their proof of purchase for the third-party sale from the original owner to them. If you have time (and an open Apple Store) then it might be worth a try.
