Deleting app completely?
How do I completely delete an, to where it has to ask for verification (password, Face ID, Touch ID ) for it to actually download? Instead of the cloud with the arrow pointing down

You cannot do that.
You have "purchased" (whether free or not) the app. It will remain available to you in iCloud. You don't have to use it, and at the moment, you are not.
