If I would choose to get GPS + cellular to a new Apple Watch, is there typically an additional charge from your cell phone carrier (Sprint, in our case)?

The Apple Watch cellular (if you enable the cellular service) shares the iPhone's phone number. That is what the carrier is charging $10 per month, added to your iPhone bill.
If you get a GPS only or do not activate the cellular service, then the Apple Watch will do everything the cellular model will do as long as your iPhone is nearby.
