What port is for powering a 2020 MacBook air? It has two Thunderbolt 3 ports. Is one tied up for providing power to the computer, thus leaving just one free?

You can use either one of the Thunderbolt 3 ports to supply power to the 2020 MacBook Air. You are correct, when one of the port is supplying power then the other one is free to be used for other applications/devices.
