My iPhone SE won't turn off

I've had this issue previously, about a year ago, but I managed to resolve it (I don't remember how). I'm having the issue of my iPhone SE will not turn off normally, or shut down. I held down both the power button and the home button and it wouldn't recognize I was trying to power the device off, so it force quit. After a few seconds the device will go to the white apple screen and turn itself back on again, and the cycle repeats. I can't seem to find any solutions online that fix this, I'm not sure what to do.
