There is so much you have not told us, it’s next to impossible to assist you.

Please provide lots of details. Here are just a few examples.

  • Who sold you the iPhone 11?
  • Was it locked to a carrier?
  • What carrier(s) are we talking about?
  • Is there some change of country involved?
  • Did the iPhone 11 come with a SIM?
  • Was it brand new, in a factory sealed box?

OK, that helps.

When you ordered the iPhone, you may have had the opportunity to provide Verizon with sufficient information to pre-prepare the iPhone for you. This would be true, for example, if you ordered online.

But if you either did not choose this option or were not offered the option (for example, if you just walked in to an Apple Store and purchased a Verizon-ready iPhone in one stop), then you need to visit a Verizon Store to have them set up your SIM for you. That’s how Verizon works with iPhones.
