My Model A1474 iPad will not accept software updates. Any suggestions?

You have a 2013, 1st gen iPad Air model.
That model maxes out at iOS 12.4.7, currently.
If your iPad Air 1 is still stuck at iOS 9, it is too far behind in iOS upgrades/updates to use the standard iOS, over the air, wireless Software Update feature.
You will need the use of a full Mac or Windows computer using the latest version of the iTunes application for Mac or Windows PC, connected your iPad up to the computer and let the iTunes application do the iOS Software upgrade of your 2013 iPad Air 1st gen to its maximum, current iOS version of iOS 12.4.7.
