Upload old files

I want to upload all my photos and videos to icloud. 5 GB already gave the data, and I bought an additional 200 GB. Now only fresh photos are uploaded, and old ones are not. how can i upload all files from my phone to icloud?

Combining photo libraries I have a 40k Icloud photo library which I am currently restoring to my new M2 macbook air. Hi, I perform update to iCloud weekly , but for any reason, the latest photo are 22-Oct-2022, all rest photo are not uploaded to the iCloud, although I have enough space on the cloud. Make sure the device is plugged in and connected to WiFi for the data to upload/sync with your device.
