That is correct, it is information listed under settings and is used if you send out an SOS. It contains your medical ID which can help in and emergency especially if your not conscious, which in my case is likely:)

Yup, I know how it works. It was not obvious to me what the OP was looking for. They might have been looking for settings, in which case your post was spot on. Or, they might have been looking for the app, in which case, I wanted to prevent them from wasting time looking for it.

Open settings , gear wheel, on your watch dock. Then scroll down and you will see health listed. Be sure to set all your health data on your phone in the watch app.

There is no "Health" app on the Apple Watch.
