Ineligible for Apple care

I bought my 7th gen iPad new today. I’ve tried to sign it up for Apple care protection but I keep getting a message that my device is ineligible for coverage. Why can’t I sign up for coverage? In my settings it says I have 32 days left to add coverage, but I’m still ineligible.
