How do I stop carrier settings update notifications?

How do I stop carrier settings update notifications on iPad pro? Turning off and restarting doesn't work. I only use my iPad over wifi. I don't need the update. I don't want the update. I want to stop the constant notifications. How do I stop them?

MacBook Pro 15″, macOS 10.14

A carrier settings update prompt indicates that you have a cellular iPad which is active with the carrier. There is no way to disable the prompt aside from updating the settings at said prompt. It takes five minutes tops just let it update.
