iPas Storage Full problem

My iPad Pro with iOS xxx currently is showing an alert of Storage Full. Other is 32.86 GB. I have restarted the iPad.

I have attempted to offload apps. When I do the System app crashes.

I have attempted to delete apps. The delete fails.

Other apps crash also. The iPad is becoming unusable.

The 32.86 GB should be cached "stuff" that is freed when memory is required. THat does not appear to be happening.

I have looked at other postings. The only one that addressed Other memory recommended restoring to factory defaults and then restoring a backup.

This seems drastic. Past history with apps and and their associated data being lost during this process makes this seem risky.

Any recommendations ?
