This is an issue I see a fair amount on these forums.. It wouldn't be a bad idea to leave feedback here, the more people that complain about it, the more it'll be on Apple's radar
here is a post that explains what 'other' storage is
What is "Other" and What Can I Do… - Apple Community
Note that when you delete photos/videos they go to a 'Recently Deleted' album where they may be classified as 'other'. Try deleting them from there and see if 'other' storage drops.
If you haven't updated to 13.6, wouldn't be a bad idea if you have the storage space available for the update to download.
Otherwise, if a forced restart doesn't clear up some 'other' data
Force restart iPhone - Apple Support
Unfortunately the only other way I've found that works is to backup your phone, reset to factory settings (erases your device), and restore from that backup

If 'other' is only reading 3.62 GB, that is probably considered normal. See the 2nd link in my previous post that talks about what 'other' storage is
your screenshot though, shows 'other' being much higher (with messages at 3.62GB).. you can scroll all the way down and it will give you a number for 'other' storage
out of curiosity.. seeing these 'other' storage issues frequently and wanting to know the 'why' myself.. do you have any good links I can read up on that talks about incomplete iCloud storage transactions?
No, I don’t.
Some folks include a spinning wheel with a “1%” or similar showing in their screenshot next to an iCloud transaction symbol when showing their iPhone storage display. That’s been more prevalent recently.
After contacting Apple support it was suggested that I do a hard reset on the phone. It worked. I’m now using 16.4 of my 64 gigs. Make sure your phone has the latest backup if you use this method to resolve your issue. My text messages did not return but everything else has downloaded.
Thanks so much for the help you all ❤️
I'm having similar issues.
I keep deleting stuff as my storage is full and then by the next day it is full again.
I scrolled down to "other" and it says it is 34.26gb. When I click on it all it tells me is that I'm using 23.34gb on Other System Data.
I have a 64gb phone, so these totals seem very high. Are they normal?
No, that is not normal.. my ‘System’ storage is just under 7 GB and my ‘Other’ storage is basically 0. If Other was just 2-3 GB that could be considered normal. But certainly not 34.
read thru this thread and try the suggestions
Ok. Thanks. I figured. Tbh, I'd never scrolled all the way down to discover that there was a readout for "other".
I've been deleting pics and videos and text attachments, freeing up a gig or two here and there, but the next day I'm back up to 63.5 out of 64. And it's causing a lot of other issues with overall performance and other apps.
Now that I see how off "other" is, I'll go through your suggestions above.
Any thoughts on which one you'd try first?
I'd like to do a complete wipe and reinstall, but I don't want to lose all my texts if I can help it
I would first check the recently deleted album in photos.. delete anything in there. Then do the force reset. See if that helps.
if it’s still out of whack.. go the route of backing up, erasing and then restoring
For anyone searching through these 'Other' storage threads that has this issue.. Apple now wants you to contact them for support here so they can troubleshoot your device:
Try restoring the iPhone.
If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
The “other” is likely large because of an incomplete transaction with iCloud storage.
if you do a backup, then wipe and restore.. you should not lost your texts.
