This is an issue I see a fair amount on these forums.. It wouldn't be a bad idea to leave feedback here, the more people that complain about it, the more it'll be on Apple's radar

here is a post that explains what 'other' storage is

What is "Other" and What Can I Do… - Apple Community

Note that when you delete photos/videos they go to a 'Recently Deleted' album where they may be classified as 'other'. Try deleting them from there and see if 'other' storage drops.

If you haven't updated to 13.6, wouldn't be a bad idea if you have the storage space available for the update to download.

Otherwise, if a forced restart doesn't clear up some 'other' data

Unfortunately the only other way I've found that works is to backup your phone, reset to factory settings (erases your device), and restore from that backup

After contacting Apple support it was suggested that I do a hard reset on the phone. It worked. I’m now using 16.4 of my 64 gigs. Make sure your phone has the latest backup if you use this method to resolve your issue. My text messages did not return but everything else has downloaded.

Thanks so much for the help you all ❤️

I'm having similar issues.

I keep deleting stuff as my storage is full and then by the next day it is full again.

I scrolled down to "other" and it says it is 34.26gb. When I click on it all it tells me is that I'm using 23.34gb on Other System Data.

I have a 64gb phone, so these totals seem very high. Are they normal?

Ok. Thanks. I figured. Tbh, I'd never scrolled all the way down to discover that there was a readout for "other".

I've been deleting pics and videos and text attachments, freeing up a gig or two here and there, but the next day I'm back up to 63.5 out of 64. And it's causing a lot of other issues with overall performance and other apps.

Now that I see how off "other" is, I'll go through your suggestions above.

Any thoughts on which one you'd try first?

I'd like to do a complete wipe and reinstall, but I don't want to lose all my texts if I can help it
