how to change login language interface

when client use french, but Login interface is english how to change it ?I remember is "sudo /....." but I don't remember detail anymore on OS 10.11

Languages and passwords I'm English so I obviously use English and no problem. Mu wife is French and today she started us using my MacBook, so I set it up for her to use in French and got her a French keyboard. So far so good, except that her password only works when the MacBook is on English! When it's set to French the password is not accepted??? any clue how to get round this????
