I’ve tried everything. I’ve deleted everything off my phone and it still says I have used 63.9 gb out of 64. 39.95 is under other and it was only 28 yesterday. I’ve uploaded my photos to my laptop and deleted everything. I deleted all my apps. I’ve restarted the phone. I’ve every tried resetting it.

Gaaaaaaah it won’t even let me screenshot. I’m so annoyed. Right now it’s 63.9 out of 64 gb. Other is at 40. I’ve been deleting photos all day as well as clearing out “recently deleted” and only have one other app. This is ridiculous!!!

ahh, sorry.. Here would be my recommendations then
Note that when you delete photos/videos they go to a 'Recently Deleted' album where they may be classified as 'other'. Try deleting them from there and see if 'other' storage drops.
You an also check the Files app and see if there is anything in the Recently Deleted area.
If you haven't updated to 13.6, wouldn't be a bad idea if you have the storage space available for the update to download.
If all the Recently Deleted areas are empty, try a force restart

Would be helpful to have a screenshot of your storage in settings. Mine looks like this, if the storage that is still taken up is other, restarting fixed it for me.
me too, Im relaizing that after deleting everything including the autocorrect i kinda forgot to spell correctly. Im trying to use my laptop right now on here and to download my photo so i can reset that iphonex. its too infuriating.

Contact Support for the 'Other' storage issue
To reduce the size of Other,
do a backup using computer iTunes (faster than using iCloud) then restore from that backup.
