How do I merge, edit, rename and delete Apple music playlists?

Is there a way to merge, edit, delete, rename playlists on Music.Apple.Com (so I can use them on my iWatch)?

Also, I installed iTunes on my PC but do not see the apple playlists there either.

I do have an iPhone and iPad but no Mac's.

What is the easiest way to easily merge, edit, rename, delete Apple music playlists?

thanks!
