Keyboard key problem after MacOS 10.15.5 installed

After an install was done, my keyboard started acting up the 'y' is a 'z' and the 'z' gives a 'y' some other keys like the '@' sign are nowhere to be found. I changed the battery, I got a wired Macally and it behaved the same way. I have upgraded to MacOS 10.15.6 and have the same problem. What do I do to correct the problem?

Go to system prefs/keyboard/ input sources and make sure there is only ONE item on the list, and that the name of this item is US (if you normally type in English).

I followed the instructions to reload the MacOS recovery and got 10.15.6 loaded back in. One of the screens in the recovery process gave me the correct letter for 'y' but after the system was up, a program like Word had 'y' and 'z' mixed up. Hey I just noticed the Austrian keyboard has the 'y' and the 'z' reversed. I had selected the U.S. and also tried the ABC Extended keyboard.

So on System Preferences, Keyboard, Input Source, Austrian keyboard is the selection that comes out all the time even if I select U.S. or ABC Extended. HELLO! this problem needs to be fixed.
