My phone is full and I purchased more data and my phone is not letting me open or download apps

I ran out of data (32G) and purchased new data (200G) and I can’t open my apps or take pictures.

iPhone 7, iOS 13

You rented iCloud storage which can't be added to the device.

Delete things from it to free up space.
