Some Thoughts:

• 5 Authorized Devices Max:

You can have up to 5 Authorized Devices to your Apple Account. So, see if it is full.

Go To: Account > Sign in... > View Number of devices.

• If not Five, then Authorize it:

Vo To: Account > Authorize this Device... > Sign In > See If it now works.

• Create a New Administrator User:

See if you can log in by creating a new Administrator User.

• Boot into Safe Mode:

Shift Key upon boot. In Safe Mode, Login items are put aside and unnecessary items are trashed. See if you can log in while in it.

Check for malware with a free trial of Malwarebytes and/or disable any VPN software and try again. Failing that please share the exact text of any error message sans any personal information such as your Apple ID/email address.
