I cannot get past the welcome page in 'photos'

I cannot get past the welcome page in 'photos'

Launch Photos with the Option key held down and in the Open window select the option to create a new library. Once created close Photos, open again with the Option key held down and try selecting your original library.

When I did this it simply took me back to the welcome page. I tried to solve this issue once before and managed to open the photos programme by downloading an old memory stick. I can now access all of those pictures but nothing else. Whatever I try it doesn't seem to get me past 'welcome'.
It sounds like the library has been deleted from your hard drive. You'll have to restore the library from the backup made just prior to this happening. You do have a backup strategy in place, right?
Yes, everything is on iCloud but, even if the library has been deleted, surely I should be able to get past the welcome page? This problem seems to have been around for years- in fact I had some communication with you about it some time ago. That’s when I got round it by downloading a memory card. Regards, Pamela
The reason you're getting the welcome page is that there are no photos in the library yet.
Once again I solved the problem by downloading two memory sticks and the contents of my iPhone. Many thanks for your help and let's hope it doesn't happen again.
You do have a backup strategy in place, right? Like Time Machine and an external HD?
Without one in place is like driving without a seatbelt. Don't need it until there's a crash.
