When opening a live photo on OSX Photos app, the ability to change it to a Loop or other one of the live photo types is not available. Steps to reproduce: Take a live photo on iOS and use iCloud to sync to OSX Photos app. Open the live photo using OSX Photos app and choose edit. The selection box for Live Photo effect remains grey.

Interesting. So it looks like my iPhone automatically processes a color correction/enhancement to the photo. When it shows up in the Photos app, I have to REVERT to original, and then boom the Live Photo feature works. I've gone through at least 100 photos that I know I never edited in any way, and sure enough it works. When I REVERT, the photo goes back to washed out ugly mess, but I can then process the Live Photo how I want I the MAC.

I notice the presence of a "Revert to Original" in your screenshot, suggesting that you had performed some editing on that photo previously. Is that true of all of the Live Photos that exhibit this problem? Did you perhaps use some external editor on them? Had you adjusted them on your iPhone?
I'm just looking for ways that your setup that fails differs from mine that works.
Perhaps you have added a filter in the camera.app?

Affects All Live Photo taken regardless of date. Can go to my Live Photo’s library and choose any file, same behavior. Also have it set Download Originals on this Mac.
For giggles, I went to my iMac 5k and same thing! Yup. Happening on both my MacBook Pro and my iMac.
My iMac is OSX 10.15.5 and same version of Photos app.
My iPhone is an iPhone 11Pro Max. I’m always up to date on iOS.
I didn’t know this feature to change Live Photo’s was available on photos app under OSX until I saw a post about it recently. I can change them on my IPhone without any problem. Thought it was a great feature for OSX photos app too. Until I tried to use it and found this issue.
I have seen this problem frequently with my own Live Photos. Photos on iOS 13 on my iPhone has more advanced adjustments then Photos 5 on macOS 10.15. Try to revert the Live Photo to the original, then try again to apply a Live effect.
If adjustments or straightening have been applied on another device or with another system versions, Photos may not be able to change the Live effect, because it cannot reproduce the adjustments.

None that I could see.
That's not a symptom we see here a lot. I cannot reproduce it in a quick test in Photos Version 5.0 (161.0.120) on macOS Catalina 10.15.6 (19G2021), but just proves it's not a universal problem.
What specific versions of macOS and Photos are you running on your MacBook Pro?
What specific version of iOS was used to capture the Live Photos of concern?
Does this affect all of your Live Photos, or only some? If only some, can you see a pattern by age or other attribute?
Do you use the "Download Originals..." or the "Optimize Mac Storage" setting in Photos on your MacBook Pro?
