I have an iPhone 6s Plus and I backed up my phone with iCloud. When I chose Software Update, it says my iPhone is up to date on 12.4.8 which isn’t the latest update. Is there a problem i’m missing?

You probably have an iPhone 6 Plus and NOT an iPhone 6s Plus.
An iPhone 6 plus can only be updated up to iOS 12.x.x which you already have. Your iPhone is therefore current.

The problem is likely that you really have an iPhone 6 Plus, not an iPhone 6s Plus

Please post your phone model number.
The link you sent me shows that the supported devices that can ben updated up to 13.6 shows the iPhone 6s and iPhone 6s plus are able. I have the iPhone 6s Plus
