iMessage can't download anything from iCloud

I recently reverted my iPhone XS from iOS 14 to 13.6. Everything works fine besides iMessage. For some it won't download anything from iCloud. It says "Downloading Messages from iCloud..." at the bottom of my screen with a little progress bar but then disappears after a few seconds only to come back a few seconds later. It's very annoying not having any of my messages, so if anyone has any ideas of how to fix this your help would be greatly appreciated.
