apple mouse double click not working

My Apple mouse double click is not working. I don't see a place in the mouse settings to adjust this...

Mouse cursor moves in very narrow range. It will move between top and bottom of screen but in a narrow column, about 4" wide. Cursor range is very narrow horizontally. Vertically, it is ok. Is it fixable or do I need a new mouse?
