Can someone I am sharing my location with and definitely on iMessage still see my location if my phone is off?
Your iPhone will only able to transmit the location information when it is ON and Connected to the internet via WiFi or a cellular network. If both conditions are not met then location information will not be transmitted to those with whom you share your location.
