Trouble signing out of Apple ID on the device.

If I remove a device from my account through Apple ID account management, will it essentially just sign that device out of the Apple ID and I can sign it back in again? I am trying to sign out of the Apple ID on the device itself but it is stuck loading and I can't even restart the device.
