Restoring an old iPhone backup for lost videos and photos

Your photos and videos were not part of the icloud backup because you were using this click here Set up and use iCloud Photos - Apple Support read about the backup part.

No not unless unless you made a hard copy backup of your photos or videos to a computer or thumb drive.
