Is Cellular Data Enabled?

Though it would not overrule Bluetooth, note that Cellular Data always overrules Wi-Fi. So, disable Cellular Data, if enabled and see if you get Wi-Fi to work. As for Bluetooth, be certain another item nearby has it enabled.
