Some Thoughts:
If:
- it is purchased under the same Apple ID account;
- has not been removed from the iTunes Store; and
- you are in the same country/region it was purchased in;
.... then yes, it should still be available for use

- Removed from the iTunes Store:
Sometimes purchased items are removed from the iTunes Store, and they never become accessible again. It all has to do with licensing between Apple and the Studio. That’s just the way it is :(

- Try a Manual Search Download:
Locate the item and see if it is available for download.
An item may be different (i.e. extended, unrated, shorter, HD, etc.), and that would make it a completely different item of purchase.
And...
- Restricted to Location of Purchase:
Note that an item is only accessible in the location in which it was purchased. Elsewise, it’s purchase all over again. That’s just the way it is :(
