2 Watches, 1 iPhone
I've ordered an Apple Watch 5 and my daughter who is 11 wants my Apple Watch 2, but she doesn't have a phone (and I'm not buying her one). Is there anyway for us to make this work with just my iPhone 7?

Do note, that the watch is not independent. So if you give the watch to your daughter, it will cotinue to receive calls and messages from your number, and have all your data. Might not be a good idea.
The Apple Watch cannot be used standalone. It requires a Paired iPhone. And it gets all the data and actions from that iPhone.

You can have two watches paired with one iPhone, but the implicit assumption is that there will be the same user. I think you will run into a lot of problems if you have two users, two watches and only one iPhone. You might find this article interesting:
