iCloud storage problem

Why when I’m trying to change my iCloud storage plan to 5gb because I don’t wanna pay 2.99 a month it doesn’t let me press done

If the blue checkmark is next to the 5GB and you're seeing expires on (date) next to the 200GB option, then you have downloaded. If not, you can try on a computer to downgrade - Downgrade your iCloud storage - Apple Support.
