Which apps have Apple's thumbs up?

If I buy an app at the app store, does that mean Apple has made sure there's nothing creepy (like misuse of access to all my files) about the app?

Yes. App Store apps need to follow privacy and functionality guidelines set forth by Apple. Apple reviews all apps submitted to the App store to comply with these guidelines.

By design, Apps needs to ask for your permission to access anything, and their descriptions in the App store need to disclose what types of access they require if any.

Obviously any files or data you choose to use with the App, will be accessible to the app, and in many cases to the developer if they are used by upload to the server for some reason. Its up to you ti trust the app with your data at that point.
