my apple pencil won't pair

I just got an iPad Air (3rd Generation) and a 1st generation apple pencil. However, I'm having difficulty pairing them. My Bluetooth on my iPad won't pick up the pencil at all. However, my phone is able to identify the pencil just fine. To be safe, I turned off the Bluetooth on all my other devices, made sure the two were compatible and made sure the wifi signal was strong. It still won't pair. Does anyone have any advice?
