terminal command locked out
Do not know how to use or understand terminal. A command change was made and I cannot open my download files. Can anyone help me resolve this issue?

Run the following command to show to see if it will show you the commands which have previously been used in the Terminal:
history
This version of the command will saved a copy to a text file named "Terminal_History_2020-08-01.txt" on the Desktop which you can then use to post here:
history | tee ~/Desktop/Terminal_History_2020-08-01.txt
This may allow us to see the exact command you used to make it easier to advise you on how to resolve the issue.
The "arp -a" command is Ok and wouldn't have done anything. The other commands are highly unusual, but doubtful they would cause any harm except for possibly #12 depending on what "smith.wps" is.
I think you may need to boot into Recovery Mode to try reinstalling macOS over top of itself.
Normally we would suggest you to download & run EtreCheck to look for other software issues. Maybe try booting into Safe Mode to see if you can run EtreCheck. If not, then you should boot into Recovery Mode and try reinstalling macOS over top of itself. Otherwise you will need to perform a clean install of macOS by first erasing the drive or by restoring from a backup made before the problem started after first erasing the drive.

Looks like an empty terminal window, you can force quit, or quit Terminal.
What happens when you attempt to open your Downloads folder from Finder?
Sorry for the delay as I got really busy. The history you show is unusual since it almost looks like we are seeing items from a script being run. Were you running any scripts? The only thing actually shown that may be concerning though is the running of "MyProg.app" whatever that may be. The history is also missing the first five items as well.
You may want to run MalwareBytes to see if you have some sort of malware on your system. Maybe post the EtreCheck report as well.
I think erasing the drive and reinstalling macOS or restoring from a backup would be best, but you can always try just reinstalling macOS over top of itself first in case it could be that simple unless another contributor has a better idea. See my previous post for more specifics. Personally a clean install/restore from backup is the best option without knowing what actually happened here.
What terminal command was put into the computer before you stopped being able to open downloaded files?
I don't know the terminal command. The following is what came up on my screen. I know nothing about terminal. I have tried following on screen instructions to resolve. Didn't understand so I left alone.
