Unable to update iCloud settings at this time

When I try to delete messages in iCloud I get a message saying, “unable to update iCloud settings at this time” please help. This also happens on my Mac

i have tried so far...

sing out if iCloud sing back in

change my Apple ID email

changed my passcode

reset encrypted data and lost all my passwords

restored my phone and setup as new and restored from backup

called Apple Care and they could not help me at all
