When I try to delete messages in iCloud I get a message saying, “unable to update iCloud settings at this time” please help. This also happens on my Mac
i have tried so far...
sing out if iCloud sing back in
change my Apple ID email
changed my passcode
reset encrypted data and lost all my passwords
restored my phone and setup as new and restored from backup
called Apple Care and they could not help me at all

Yes I have over 138Gb available
What did changing the Apple ID and password do? Were you seeing the message prior to doing that?
a search on the internet reveals that many many people are having this issue (myself included). I don't think it can be fixed on the user's end.
