i cant delete photos

my phone was complaining about me having no storage but i have 200Gb of icloud storage so i deleted some apps and it was still full so i deleted some vids and pics but they didn’t delete? they stayed on my camera roll and kept crashing when i deleted pics . i checked my iphone storage and i’ve used 28 out of 32Gb but my phone won’t let me save screenshots or add new photos. i connected to my windows pc earlier to import some photos, is that why my phones doing this?? because i’m really really confused and i cant use anything because my phone is telling me it’s full

"Free up space on your device

You can make storage space available on your iPhone, iPad, or iPod touch when you use iCloud Photos and turn on Optimize Storage. Or you can remove content from your apps—like photos, music, and Podcasts—or delete the apps that you're not using."
