In the last week, I started seeing the message “Uploading to iCloud Paused. Plug in your device and connect to Wi-Fi” when I open up Messages on my iPhone. I am running iOS 13.6. I receive the message regardless of how long my phone has been connected to WiFi and charger. Any thoughts on what is going on?

Is the device in low power mode or away from WiFi? Try leaving it plugged in and connected to WiFi for some time.

Try performing a restart of the device - Restart your iPhone - Apple Support, then try plugging it and connecting to WiFi perhaps during the day.
No, the phone is not in low power mode and it is plugged in and connected to WiFi every night.
I have tried the restart and leaving plugged in and connected to WiFi all day a couple of times without any luck. This issue has me stumped.
