At my home, fast.com reports 250mb/s consistently, all other apps work seamlessly. At work it works fine on wifi, and on the mobile network.
One would think the WiFi is a problem, but works fine on spouses Android device.
I've reinstalled the app, restarted the phone... Is there something else I can try?

I’m here assuming you’re not on a network or in a region that might or does filter network traffic.
This likely isn’t a setting on your router, though I might reboot the Wi-Fi router if you’ve not tried that.
I’ve definitely seen VPN add-ons and security add-ons do this, though. Even those not being used.
Set your iPhone network connection to use Google DNS (8.8.8.8, and 8.8.4.4), and see if things improve.
I’d check with Instagram Support for any known issues, too.
Then Settings > General > Reset > Reset Network Settings.
Your next steps are probably then going to be a backup, reset, and reload.

Do you have any add-on anti-malware installed, or any add-on VPN client, or similar apps on your iPhone?
If so, remove all of that, reboot, and try again.

Is Cellular Enabled?:
See If Cellular is enabled. Cellular always overrules Wi-Fi, so disable Cellular, and enable Wi-Fi. Once Wi-Fi is enabled, try this once more, seeing if all connects fasters.

Unfortunately this did not help. Actually disabling wifi and KEEPING cellular makes it work like I mentioned. Is there a port on the router I need or something? The combination of symptoms doesn't make sense to me.
