App store disabled

When I try to download or update an app it says that the app store and itunes have been disabled. This has never happened before. How can I fix this ?

It can't be enabled from your end. Click here and contact Apple Support at a time they're open.

It depends on your area and how busy they are. If you get a message saying that no solutions are available, try again in a few hours.
