I cannot transfer my pictures from iphoneSE to Surface Laptop

I tried to download from iCloud my pictures. I want them on an external drive.

Apple grabbed my pictures and then does not let me download unless I install iCloud to Windows. I did, then the only option given is to upload from PC to iCloud not the other way around.

I tried connecting the phone via USB to my Surface; after a struggle it finally acknowledged the iPhone. Copied the first 300 pictures and stopped.

It tells me my device is unreachable even though I see it connected and reading the picture files.

I already went to photo settings and changed to "Keep originals" instead of automatic. It did not help.

Can someone guide me?

I solved it.

The picture format on the camera settings on my new phone was set to HEIC instead of "Most compatible". As I tried to copy the pictures with HEIC format, it would not copy. Once I skipped those new pictures and copied all the rest with compatible formats (JPG, etc.), it copied my whole picture file.
