Deleted the "Photos Library.photoslibrary"

I deleted the "Photos Library.photoslibrary" by mistake and can't establish the photos from the iCloud again in the MacBook. How can I fix this?

MacBook Air 13″, macOS 10.15

To remove a file from the Trash, click the Trash to open it, then drag the file out of the Trash. Or select the file and choose File > Put Back.

If you have emptied the trash the file is deleted then create a new test user account https://support.apple.com/en-us/HT204443
