restoring safari history from time machine back up. I tried the method as described on the internet, but a message appears" Safari cannot be modified. It is required by MacOS" and the old history is not in the Safari History

Try entering Time Machine and go to a backup which had the history. Copy/paste the below into the search box at the top right. Restore all history.db files.
~/Library/Safari
