Siri disabled, cannot enable

Pressing home button does not activate Siri.
First step on Apple help, Siri or "Hey Siri" isn't working states:
Make sure that Siri is on
- On your iPhone, iPad or iPod touch, go to Settings > Siri & Search and make sure that Listen for "Hey Siri", and Press Home for Siri or Press Side Button for Siri1 are turned on.
There is no 'Siri & Search' in the Settings. I think it was disabled and there's no way to enable.
I tried calling Apple Support call back - sure enough, got an incoming call a few mins later from 353 area code (Ireland), pressed button 1 and got pre-recorded message saying I'd reached an unknown number.
