iPhone 7 keeps telling me to update to iOS 13.6 even though its already updated

My iPhone 7 started telling me to update to iOS 13.6, it didn’t let me to use my SIM mobile data, when I tried to update it said that I’m now connected to a WiFi even though I did, I tried with multiple different WiFi’s but it didn’t work, then I tried to update with iTunes, at first it worked, but after some time it started to tell me to update even though I was already on iOS 13.6, after that I tried everything, I tried restarting the phone multiple times as well as doing a factory reset, at first it worked, but then again, it started asking em the same thing, and now I’m here, it tells me to update even though it’s on the newest version, the iTunes is the newest version and I checked multiple times that iOS 13.6 is the latest one, but no, it still keeps asking, I would appreciate help!

Thanks for using the Apple Support Communities. We want to do all we can to help with your iPhone. To make sure we've understood the issue correctly we'd like to confirm the following details: You are currently running iOS 13.6 on your iPhone, however you're receiving a prompt to install updates. When looking at Settings> General > Software Updates, you are not seeing any updates to be installed, right?


It sounds as though you attempted to update your device, over Wi-Fi as well as through iTunes. Can you tell us exactly what happened when you attempted to update through iTunes? Were any error messages received?


You mentioned that at one point, the phone seemed to be working and started the same behavior again. Is the phone asking you to install and iOS or cellular update now? Are you seeing the message that you can't use cellular data until the update is installed?


When looking at your iPhone, do you see "No Service or Searching" in place of your cellular connection?


Once we have the details listed above, we'll be in a better position to provide assistance and work with you in finding the best solution.

yes, when I go to the software updates, it says that I’m on the newest update which is the iOS 13.6.


at one point the iTunes gave me the error 4010, but it was fixed by reinstalling iTunes, the iTunes is on windows 10, I tried a factory reset through iTunes as well, when I did that it didn’t let me to activate the phone, I placed the iPhone into the recovery mode and I got it back with iTunes, after that it seemed to work for a while, then it went to “searching” and after that it went to “no service”


I tried another factory reset, but this time it didn’t tell me to update, or at least I didn’t see any notifications to update.
