Error "Messages in iCloud not available as iCloud and iMessage accounts do not match"

I restored my iPhone Xs for a clean install (iOS 13.6). I am now trying to download all my Messages from iCloud. I am getting the error "Messages in iCloud not available as iCloud and iMessage accounts do not match"

I am using the same (and only) iCloud account I have. I can see in my iCloud space I have 23gigs of messages. Not sure why they won't download.

The messages are not downloading on my MacBook Pro either (I also refreshed.)

Please advise.

Have you tried switching messages off/on under Settings > Messages? What about restarting the device? Or maybe signing out of the device and signing back in?

On my MacBook, I have tried using the Syncing option in the Messages iCloud Preferences -- that doesn't do anything. I have 23 Gigs of messages stored in my iCloud that I cannot get to my phone, iPad, or Mac.
