Approve this iPhone - not working on any of my devices, can't update

Apple keeps telling me to update my settings - when I try to do that, the screen is stuck on 'Approve this iPhone - Go to one of your other devices signed in to iCloud to approve this iPhone'. But I've signed in on my PC and it shows my phone is signed into my account. And there is no where to 'approve' it. HELP
